The measurement and the decision are different questions
Science can establish how much a pollutant has risen and what effects follow. Whether that is acceptable, and who should pay to change it, are questions about values that no measurement settles.
It borrows from everywhere
Chemistry for pollutants, biology for ecosystems, geology for resources, economics for incentives, and politics for policy. That breadth is what makes the subject hard and why it exists separately.

The same idea somewhere new.
The Montreal Protocol succeeded quickly, and it is often cited as a model. The conditions were unusually favourable: a small number of chemicals, a small number of manufacturers, viable substitutes already developed, and costs concentrated in industries that could absorb them. Climate has none of those properties — the sources are everything that burns anything, and the costs and benefits fall on different countries and different generations. The comparison is instructive precisely because it shows that political success depended on the structure of the problem rather than on the quality of the science.
